The project will plan and implement a wide range of innovative strategies to reduce the incidence of HIV and TB by at least 50%, in line with the new 5 years SA national strategic plan (2011-2016). These will include ambitious testing campaigns and enhanced testing facilities and opportunities, rapid increase of coverage of ART and TB treatment, aggressive promotion of prevention methods including earlier treatment of HIV and faster diagnosis and treatment of TB. The project will work in both the biomedical and in the community spheres to ensure a holistic approach that will be dynamic and long term to ensure the best possible outcome.
Responsibilities
• Develop, set up and coordinate the Monitoring and Evaluation (M&E) project component
• Manage, supervise, train and coach the M&E team
• Set up and manage the database that will serve M&E and Operational Research (OR) objectives
• Develop and implement the OR agenda for the project
• Develop study protocols
• Apply for ethical review board and follow-up the process
• Produce regular progress reports on M&E and OR
• Liaise with external partners to implement the HIV incidence surveys
• Communication with other components of the programme and relevant partners (academic and implementation)
Desired Skills & Experience
Requirements
• University degree in Health Systems Research, Public Health, Epidemiology or related health research degree
• Proven work experience in the field of HIV/AIDS, including demonstrated experience in designing and analysing TB/HIV operational research in resources limited setting
• Proficiency in medical statistical techniques (analysis of cohort studies and complex survey data)
• Good knowledge of common office software (Microsoft Office) and statistical software (STATA, SPSS or equivalent)
• Ability in technical writing (reports or peer-reviewed publications – published is an added advantage)
• Experience in a multi-disciplinary international team
• Ability to work independently
• Fluent written and spoken English
• Good diplomacy and communication skills
• Commitment to the humanitarian principles of Médecins Sans Frontières
• Initial medical or para-medical degree is an added advantage
• Experience working in public health sector in South Africa is an added advantage
