1) *Epidemiologist, Medical Research Council Unit, The Gambia:* The

2) *Consultant, World Food Programme, location not specified*: As part
of its transition from food aid to food assistance agency, WFP embarks on
innovative ways to reach food-insecure populations. An important innovation
is the use of cash and voucher (C&V) transfers, which are aimed at
addressing hunger in an environment where food is available and markets
functioning but beyond the reach of many. C&V especially lend themselves to
use in urban areas and they benefit the local economy. While WFP is scaling
up its use of C&V approach, it is necessary to carefully examine not only
the efficiency but also the effectiveness of such food assistance tool in
various operational contexts. One way to examine the effectiveness of C&V
programmes is from a protection and gender perspective. How do C&V
transfers affect the risks faced by beneficiary communities? How do they
positively contribute to the protection of affected populations,
particularly women, who constitute the majority of WFP’s beneficiaries?
Understanding the outcomes of C&V programmes will help WFP improve its
intervention.The Humanitarian Policy and Transition Service and the Cash and
Voucher Unit, is looking for a consultant to conduct a 25 days desk review
exploring the constraints and implications of programmes using cash and
voucher transfer modality.
